Biography

Dr. Joseph Balloun is professor of education at the Tift College of Education.  He has done consulting work in several capacities for about ten years in personnel selection, program evaluation, and software development.  He has published extensively on social science research methods, statistical techniques, personnel management and developing information systems in such journals as Practical Assessment, Research & Evaluation, the Georgia Educational Researcher,  Journal of Business Research, Educational and Psychological Measurement, The British Journal of Mathematical and Statistical Psychology, Information Resources Management Journal, International Journal of Information Management, SAM Advanced Management Journal, and the Project Management Journal.

Teaching

Dr. Balloun often teaches research and statistics courses.  Moreover, he teaches courses in program evaluation, assessment, university strategy, personnel management, and organizational behavior.  He helped revise the qualitative and quantitative course content and policies for the doctoral programs.  In his doctoral courses, he has revised content and processes to individuate his teaching and to better serve the dissertation needs of the doctoral students.
To the extent possible, he individuates his teaching approach in masters or doctoral courses.  He encourages students to work on course projects closely related to their current work, most passionate interests, or their dissertations.  In that capacity, he gives graduate students considerable leeway in project choice, and he acts as a mentor and consultant to support their work. 

Scholarship

The focus of Dr. Balloun’s scholarship is to make social and behavioral science research strategies and tactics more convenient, available, and complete for practical researchers. 

To that end, his current book project addresses a neglected topic in data description.  Extensive evidence shows that observed educational and other data usually are descriptively “messy,” and do not follow the “bell curve” distribution.  Instead, multimodality, outliers, and “sparse” data regions are common.  The envisioned book, “Statistics a la Mode: How the Modes tell the Story” presents practical methods for better defining, detecting, describing, and using the modes and anti-modes of data distributions.
